Government exists to
* provide a stable social structure
* protect citizens from each other, misfortune and ill-health
* collect tax to fund services
* deliver uniform, effective services thoughout the nation
Government has no justifiable mandate to intervene unless citizens rights are threatened.
Government has a duty to ensure effectiveness and uniformity of essential services such as police, health, education and social services. Consistent standards are not helped by local government.
Government has no right or duty to promote minority interests such as sport with funds raised from the entire population.
So what can usefully be cut:
* local government can be abolished including local education authorities, police
authorities, health trusts with exisitng staff simply becoming service delivery
agents for centrally administered services
* minority interest departments such as DCMS and DCLG can be abolished
Getting rid of local politics has the added advantage of ensuring end to end accountability for effective service delivery.
